For all who are facing a problem controlling the homepage blocks, This problem is caused by the framework, and its a database related issue and those are usually hard to solve, But the work around for this will take you a while to do it.
Open this link: http://m.elgendy.me/docs/justone/#!/the_demo_example
and copy the options data and import it into your theme options panel, and then you will be able to resort the home page blocks after that you can re-edit your control panel options and it should be working fine by now.
